I measured voltage with hand held meter and get same reading as volt meter on boat.
I did try an aftermarket reg like I originally posted with same readings.
Just thought I would try to get some feedback about this issue

We tend to think a regulator should be more than a zenor diode that shuts current to ground.
A more sophisticated regulator still will use a zenor diode to sense voltage, the difference being a transistor or triac/thyrister and associated components are added to block current flow and therefore doesn’t waste the excess current.

from what I understand Yamaha does shunt excess current to ground to control voltage
