I just picked up a classic Dauntless 13 with a P50TLRT a couple of days ago. The boat was advertised with carb issues, so all I did was test the compression which was right around 110psi in each cylinder.
So before I even started the motor, I took the carbs apart, sprayed the jets / orifices with carb cleaner and compressed air. I would say the carbs were very clean already. I cleaned the internal fuel strainer (little cannister) but there was really nothing in it--very clean. I also changed the spark plugs with new ones of the proper type and gap.
The motor also has one of those "MINI" water separators (https://www.amazon.com/dp/B07QWVGYQ1...v_ov_lig_dp_it) which I have not changed the filter on yet.
The previous owner had put premix into the tank because he was not sure if the oil injection system was working. I haven't verified whether the oil injection system works or not yet, so I haven't replaced the premix in the tank with fresh ethanol free gas yet. Of course , between the pre-mix and the oil injection system which presumably is working, there is probably way too much oil going in, and I'm not sure if that would contribute to my problems...
The motor starts with ease, and idles OK a little shaky but no issues idling around 600-700rpm.
If I try to rev up the motor , it starts to increase RPMs, then at a constant throttle plate opening angle, the revs will go up and down as if I were fluctuating the butterflys manually even though I am not.

Spark plugs seem wet but I'm not really familiar what a 2 stroke plug looks like. I am wondering if they are being fouled out. Could I be getting too much fuel?
I am looking for advice on next steps.
I was thinking about checking the oil injection, since there is premix in the tank already.
Then changing the water separator, and putting ethanol in the tank.
