bench test 4 wire tilt and trim

I want to bench test my 1994 250hp tilt and trim. I pulled it off the boat and contacted the black wire to the battery ground and the blue or the green to the positive and still nothing. I tried the brand new motor also so its either me or the battery I am using I guess. Do I need to connect the white to anything?
