2007 Yamaha 90 2 stroke lower unit

I purchased a used lower unit that looks to be in great condition. I'm in the process of installing a water pump kit and noticed that when I turn the drive shaft, the propeller shaft does not turn with it. is this normal or should the drive shaft and propeller shaft turn at the same time? I'm new to outboard units so any help would be appreciated.

Apparently the lower unit is in the neutral position...right where it should be....don't turn the splined shifter shaft and leave your control lever in neutral, then when you re-assemble it you'll still be in neutral....
