I'm new to the boating world so I've been enjoying every chance I get to go to the water. Recently, my '14 yamaha outboard 150hp would not go past 3k rpm at full throttle. I'm not sure if it is because of old fuel. I'm not sure if changing the filters would help? Please help me.

a lot of problems with outboards are fuel related, but they are had to prove what that problem is.
compression or leak down test will tell if the cylinders are sealing properly, spark tester of even a good timing light will show if each plug is getting spark
monitoring fuel rail pressure while the problem shows up will tell if the lack of fuel to the rail is a problem.
if everything checks out good then one or more injector may have a problem.
they can be sent off to be tested and cleaned
