Fuel issue f 225 , at my wits end!

I believe that I took on some bad fuel, Ive changed the filter to 2 micron, replaced low pressure pump , had injectors professionally cleaned. She runs good then bogs down at 3800 to 4000 and will surge. We looked in side the orfice but did not test. we then hooked up the high pressure pump to main power. the boat ran perfect. we then rehooked the pump to the motor. it still ran perfect. mechanic says lets replace high pressure pump. thoughts are it was stuck or wasn't functioning properly the surge of power enabled it to free up but go ahead and replace any way. I bought pump but started thinking what if its the orfice and by blowing in it we freed it up... please help ... at this point my fuel system has been almost rebuilt

I see nothing about opening up the VST to clean it out or the screen on the HP pump.
did you do any of that?
