1995 Yamaha L 225 3130cc carb timming

I just had engine work done on this engine that they could not find the problem that with your help found 3 enrichment solenoids missing o-rings. When I got the engine back I found the electric fuel pump feeding the solinoids unpluged and the manual enrichment valve open. Could the dealer get the carbs timmed properly under these conditions?
