You realize that 4mm is 0.157" or 5/32" That is a bit much for shimming a crank bearing and keeping everything lined up on center and tight.
Bearing races are very hard and not easily cut. They are "ground" to very precise demensions, that's how they are made.
You would need a sleeve made up to make up the size difference or have the case opened up to accept a larger diameter bearing. I would go with the sleeve.
