Tilt/Trim Manual release valve is offset and I can't get to it!
Did someone put a different unit in it? The access hole is a good 3/8" - 1/2" offset ...

Parts diagram seems to show what you have is correct: https://www.boats.net/catalog/yamaha...trim-tilt-assy Part #10 is the screw.

Looks like Yamaha designed it sightly higher (the access hole)...

If, with the proper screw, long screwdriver you can't open/close the screw, I'd likely simply drill another hole below the factory hole (as long as there's nothing there in the way(shouldn't be).
Another small hole there (5/8" maybe?) won't be an issue..
