Is Throttle Position Sensor supposed to read 100% at Wide Open Throttle position?

I have a separate post on an issue, but perhaps this is just a standalone question and not as confusing.

Using a Candoo Pro diagnostic setup, the Throttle position Sensor is reading 75% when the Throttle is fully forward (WOT). The butterfly mechanism is fully open. (The reading goes up/down as you'd normally expect with the movement of throttle/tps, maxed at 75% when throttle fully forward.)

Should the TPS be at 100% reading when the throttle is pushed to Full Throttle position?
