Tilt problem

I have an early 90hp that I am having a tilt issue with. My tilt started running in the down position only a week or so ago. After reviewing old threads here I tested the relay and was able to reverse the green/blue and the tilt went up. Checked and cleaned both switches with the same results. I ordered and installed a new relay with unfortunately the same issue. I have been checking grounds and trying to follow wires but see no issues. Can any of you fine people guide me to a possible solution?

Did you physically remove, inspect/clean all grounds?

If just "looking" (no wrench turning), does NOT count..
