F350 Tilt Partially going up

My F350 tilt goes down all the way but partially goes up. When I press the up switch the engine trims up for 6 second and stops dead
No sound from trim motor. I can fully go up if i remove the blue wire from the relay and touch the red terminal. I tried a new relay got the same results

have you checked to see that the relay is still getting voltage from the switches when it stops moving.
how many trim switches have you checked to see if they all do the same?

I will check it today, thanks also when I bypass the relay and get the engine up my Command linK plus gage trim does not move at all, it reads zero trim
