2003 F25ESH wont start unless tilted up

just checking the easy things is a good way to troubleshoot.
spark is easy to test when the motor does not start
fuel not so easy

Well I finally got a spark test light. However it doesnt fit the damn plug. I did however get it to run in lowered position on a gas rag. So pretty sure its a fuel issue.
