1990 150 hp......While replacing the fuel lines there is a 1 inch back flow regulator attached. Is this needed or can I bypass this? Also how can I tell if it is clogged? Also the fuel line to the block of the carbs.

Are you talking about one of the six 6E5-11370-00-00 check valves?
Check valves normally allow free flow in one direction and no flow in the opposite direction. https://en.wikipedia.org/wiki/Check_valve
Blow through it is both directions and see what happens.
I suspect that it is needed. There are pressure pulses in two stroke motors that need to be restrained.

What is the model of the motor? What is its identity?
For instance, 150BETO. Of 150ETXD. ID would be something like 61H L 066587.
When you say that it regulates gasoline flow to the ball are you saying that the part is between the fuel tank and the primer ball? If so, why is your photograph showing more than one?
