9.9 kicker fail

I have a 150 4 stroke and a 9.9 kicker both running off a single 12 volt battery system. They have separate ignition switches on the center console. The small motor switch was inadvertently left in the on position for a week and now will not turn over. Large motor running just fine. Possible blown fuse?

I do not see why it would blow a fuse in just the on position.
I would test to see if power is getting to the key switch and leaving it.
neutral start switch could also keep the starter from engauging
