70 TLRQ control cable entrance

I'm trying to rig a recently purchased 70 hp, I can't seem to find the parts that hold the control cables where they enter the bottom cowling. I have the plate and rubber grommet, but there must be some other part to hold the cables from moving, unless the seller gave me the wrong grommet. thanks Marty D
