each manufacturer made there own and engineered it to provide a known load on the propshaft.
in the case of the 1988 150 Yamaha ,Yamaha recommends test wheel part number YB-1626.
with the lower unit submerged the engine should be able to spin up to 4600-4800 RPM.
if it can the engine is performing as designed.
if it cannot the engine has isssues.
that same test wheel on a 1988 200 would spin 5300-5500.
get your local auto tech to lean over the engine while troubleshooting grannys grocery getter at 5300 RPM.
