1995 60hp cooling system

Motor overheats at idle only. Replaced water pump complete. Replaced head and exhaust cover gaskets. Found no obstructions. Seem to be losing some flow somewhere at idle speed. Run it up to only 1000 rpms and it runs cool.

Maybe I just don't worry about it. Maybe it never gets worse.

Thought about checking the exhaust guide plate gasket but that means pulling the powerhead.

Any ideas?
