1995 70hp 2 stroke, missing a fitting on the the steering arm that keeps grease in and dirt out....I think. Anyone tell me what it's called? I can't find it for certain on the parts list.

Yamaha calls it a grease nipple. AKA a zerk fitting.
Item 18 in the linked illustration below.
