We changed water pump, changed seals, inspected poppit valve. Hooked hose to intake tube and put it under pressure and water is not coming out of thermostats. All water is coming back out of exhaust. WTH,,,,Any suggestions??

you have blockage that needs to be cleaned out.

I have had luck with smaller OBs with hooking to the output tube of the water pump that heads up to the power head, with lower unit off,
turning water on full blast and injecting compressed air from time to time into the water stream with the stats out.
the air helps move things around that are not grown to the walls of the cooling passages.

if that does not help them pull the heads and exhaust cover to inspect/ clean.

I have no idea what you are calling an intake tube

Intake tube meaning the copper tube that runs up the lower unit from the water pump/impeller on lower unit

Ok thought in was something going into the intake side of water pump or power head hose fitting that the new motors have for flushing
