if it idles why bother with the resistor?
its working or the pump would not run at speeds below 1500 or so.
all it does is drop pump operating voltage to about 9V below 1500.
I rechecked the Resister with the DVOM at
the lowest setting, and now it readings
are 1.2 ohms.
But still not in range @ 0.53 - 0.57ohms
would this be acceptable or replace?

Take the 2 meter leads and connect them together,
look at what the resistance is reading and write it down.
This is the lead resistance that you need to subtract from the measured resistance
