Ok, boat is new to me. Found that it had contaminated fuel(water). Cleared, flushed lines and tank with new fuel. Replaced both cartridge fuel water separator element and filter in bowl. Replaced both fuel pumps since I had everything apart. Now it keeps blowing the 5 amp fuse. I put the orginial pump back in it and it still does. I did not replace the check valve and have not tested it yet. IT blows pretty fast, so i thought there must be a short. OHMED fine to fuse block. Checked to ground and there was no continuity. It blows pretty fast on startup., am I right in thinkng that if the CV is defective and the float in the VST is closed this will cause the fuse to blow. What else can it be?

I have seen a number of reports of problems with that 5 amp fuse blowing with the original pump,
although obviously it has, and continues to be, fine for almost all those engines.
I like your theory that the pressure control valve is non-functional,
and the resulting 'dead-heading' increases the amp draw of the pump.
You could Tee in a pressure gauge between the pump outlet and VST inlet,
see what you are getting
You could remove the valve and test it with a gauge to see at what PSI it opens
You could simply replace the valve, without any testing,
to see if that helps ( IMO big bucks for that kind of experiment)
You could change the 5A fuse to 7.5 or 10 and see if that works.
You say you 'replaced the pump" ? with what?
AFAIK the original pump is no longer available from Yamaha -
my understanding is,
they now sell a different pump "kit" -
which includes a 10 amp fuse to replace the original 5 amp...

btw, in my experience,
with the original lift pump, and pressure valve in working order,
the pressure will be limited to ~14 psi
when the pump is running but VST needle valve is closed:
