And if the voltage at the battery, with the motor running, reads 16 volts, then I would suspect that you have a significant voltage drop issue to the fish finder that needs to be addressed.
However, for some reason not known to me, electronic devices seem to always report a voltage that is lower than it really is.
I had a similar issue and after lots of troubleshooting found that the main accessory cable from the battery was separating due to corrosion. I found it because it finally just separated completely. My advice is to check the terminal end of the main accessory with and replace the connector just to see if that's the problem.
