6hp 2 stroke down - time to clean the carb out?

Whilst it was running perfectly fine, it seems now my 6hp 2 stroke short shaft Yamaha won't start unless choke is applied then then very quickly closed and the throttle is in the start position. It if the revs get low it will cut out (as if running out of fuel), and if you go low and then apply throttle it will bog down and die.

It sounds to me like the carb needs cleaning, but looking at the parts diagram I might need a new gasket when replacing the carb. Is the gasket for the carb number 5 on the diagram below:
