    What else?
Why have a primer bulb when you have a 12 volt pump pumping {pushing} oil?

My guess is so that if the pump fails, and there is no more oil on board, that there is a way to get oil from the remote tank to the main tank.

Oh boy, that is why the vro pumps failed so often. To much strain on the sucking part of the pump.

There is a switch on the engine to transfer oil to the engine oil tank, comprende?????? Or if you are out of oil you are screwed anyway.

The switch is no bueno if the electric oil pump is TU.

I am talking about if the oil pump on the remote tank were to fail, or if the wiring to/from the oil pump were to fail, then one could use the primer ball to pump oil from the remote tank to refill the main oil tank.
