1997 225 2 stroke

I have 97 225 two stroke running rough, surges and hard starting. I recently replaced the voltage regulator and spark plugs. replaced the reg because of overcharging not this problem. boat ran great first time out second time these problems arose, pulled plugs all were wet and looks like there not burning hot but there new only about 10 hrs on them. could the reg be defective or should I start with fuel troubleshoting
