1994 Pro V 200 Bogging down

I have a 1994 carberator Pro V 200 . I went fishing ran good for 2 -3 miles. stopped fished then restarted .now the motor goes 2500 rpm 8 mph full throttle then it'll pick up to 28-2900 the next time i take off it runs good for 35 seconds at 4100 rpms then throttles down to 27-2800 rpms 10-12 mph Starts up great sounds great it revs up to 5700 rpm with the lever next to the throttle any suggestions? what could be causeing this?
