The longer it sits, the worse the problem gets.
this is what works best for me.

    1) pump bulb till it's hard
    2) check direction arrow to make sure fuel is flowing towards the motor
    3) advance throttle once or twice
    4) turn key and crank till it fires.
Do you think somehow the bulb could turn itself around so the arrow is not pointing to the motor?

Op, check #40 in the parts breakdown. it is a diaphragm that is made out of miliar and they crack.

Those bulbs are tricky. You cannot be too careful with those rascals. They will flip around on you in heartbeat if you are not careful.

Well first thing I check was the prime start solenoid, there was 0 connectivity between blue and ground wires. I hooked up blue to the positive and black to the negative and nothing extended. It actually looks like the needle is stuck down in the housing. So new solenoid is a given.

going through all the grounds now and cleaning carbs.

when you hook the wires to a 12 volt source, it takes awhile to the unit to heat up and push the needle out a small amount.
I hope you are reading all of the info in manual on testing along with other procedures

The needle didn't come out with the electrothermal valve... I'm trying to figure out how to post the picture now. With an ohm meter on the black and blue wires it show no connectivity or 0 ohms. I did hook up the wires for about 5 minutes and saw nothing.

Looks to me like the needle is MIA.

If that needle is stuck down in the carb , you may need a new #2 carb

are all of the carbs with that gunk in them?

0 ohms is a dead short,
OL is an open, (no connection) very high resistance

I’m hoping not since the motor runs in emergency or ON setting.

I do not think it runs thru there in E mode.
                              It is a bypass.

once you get it all apart and cleaned up you will be able to make sure all the passages are open

I've seen a guy replace the hose and install it backwards.and then had
problems getting fuel to the motor.
                                Imagine that !
