Another Carb Question

I have a '92 70hp that I am putting carb kits on. Before I pulled off the cover on the 'enriching pump' I removed the red lever on the shaft that goes through the cover and into the pump (this is the lever to prime for manual start). When I removed this, I did not realize the shaft had grooves cut in part of it.

Question is: When in normal running mode (open position on the pointer), do the grooves face the 1:00-2:00 position? Or, should they be in the 7:00-8:00 position. This really isn't shown well in the Yamaha manual.

I not sure I have never removed the lever from shaft and I dont have one that I can look at right now but I will check into it and get back to you.

Thanks. I could barely get to the screw underneath the lever. So I removed the roll pin holding it to the shaft and popped it off. Did not even think about grooves being cut in it.
