250 HPDI cuts out after 4000 rpm. any ideas?

hello, I have a VZ250TLRC 2004 250hp .
I was running across the lake when my motor would not run over 4000 rpm. it starts fine and idles fine. But when I get to 4000 rpm the engine starts to bog down. as soon as I get back under 4k is runs smooth again. any ideas what it is ? Thank you.

fix the problem with the loss of fuel rail pressure.
