1997 200 Pro V surging and #6 cylinder plug fouling

as mentioned in title, I have a 1997 Yamaha Pro V that started surging at WOT. I checked compression on all cylinders which was perfect. Changed all fuel filters, gas lines, bulb, cleaned carbs and new plugs. Ran it again and still doing same thing. I pulled the plugs and all of them but one looked good, the plug in #6 cylinder looked wet and fouled. Any ideas?

could we get a model number?
my guess would be a bad fuel pump.
but without a model number I have no idea.

Rodbolt, I dont have boat here with me, so I cant get model number, I did change both low pressure fuel pumps as well and still doing same thing
