On the leading edge of the leg, right above one of the two 2 small "flanges" above the anti-cavitation plate is a very small vent. What is its function?

I don't know exactly what you are talking about but on lower units there are a number of drain holes so that all of the water can drain from the lower unit when it is not in the water.
There is a small hole on the leading edge of most lower units that is a Pitot tube. It is where water pressure is captured so that a speedometer can display speed through the water.
