Do anyone know the name of this part and if its suppose to have a tube connected to the bottom of it.

we sure dont -
looks like the Command Link pressure sensor -
which would be connected to either the speed pitot hose
or a hose connecting it to the engine block / cooling water
just guessing, I suppose the most likely scenario:
it was for Command Link speed
the pitot hole in the LU plugged,
the sensor wasn't doing anything anyway
so the hose got disconnected

possibly the tach, possibly the speedometer
the wires that are plugged in to that gizmo -
is there a white label on the harness? with a black Alpha character?
