2010 F200 Fs won't go above 4100 RPM's

I have a Yamaha 2010 F200 Fs won't go above 4100 RPM's. I changed the fuel filter initially that seemed to help then the engine went back to limiting its RPMs to 4100. I changed the fuel filter again, this time it made no difference. Other than limited RPM's the engine runs great.

Is it being electronically limited or is it more of a struggle to get past 4100? Since the fuel filter initially made a difference, that may lean more towards struggling. When you changed the filter, did you dump the fuel into a glass jar to check it's quality? How old is the fuel? Additive use? Try running with the gas cap off. Try running on a portable tank.

I would monitor the fuel rail pressure while the problem shows up to see if there is a restriction in fuel system, if not then time to chase injector or other problems

First off, did it ever go above those RPM, is the boat new to you?
