Runs fine as long as you keep it under 3700rpms. When you give it the throttle it bogs down and shuts off like its out of gas. Any ideas

its probably running out of gas.
IF I had a model number I might have a clue on the type of gasoline induction.

with no model number all we know is the hood apperantly says Vmax.

There are carbureted Vmax's, there are EFI Vmax's, there are HPDI Vmax's and there are four stroke Vmax's.

The model identity is on a decal that is affixed to the port side clamp bracket. It also contains the engine serial number aka PID.

that should be a 2.6L OX66 in a 1999 model code.
I would check the fuel rail pressure at the RPM and load failure point.
your most likely going to find a clogged VST filter.
lift pumps should also be replaced about every 3rd season.
