Where should I start?

Yahama 90tlrc; 6h1; 1008/90; P, are the markings on my 90 hp 2 stroke.

Not sure where to start or what to fix.

The last time I started it was 1.5-2 years ago. Prior to that it would run out of water but stall in the water unless under pretty good throttle.

I know I need to get 3 carb kits and change the water pump.

Is there anything else i need to be aware of, look out for, or change while i'm at it?

oh yes,, fuel in the tank, fuel lines, fittings, gear lube, and the list goes on..

dump fuel,new plugs and clean carbs

Change any filters, the lower unit lube, and grease everything.
A service manual for information on carb settings and sync. is good to have.
