Primer bulb question

My bulb isn't as firm as it used to be . I replaced the bulb and it's the same softness. I am having issues at 3500 and up rpm's with the motor hesitating/missing for a split second. After running I removed cowling and watched the fuel filter as I squeezed the bulb. I saw air bubbles going into the bowl. Is this normal??

Is your primer bulb installed with the arrows in the direction of the motor?...are the ball check valves in the ends of the primer bulb operating correctly/freely?...are there any leaks in the fuel lines/fittings?....double check the quick-disconnect fitting on front of motor(O-ring).
