1993 90hp tlrr ignition problems

I have just finished rebuilding my 90tlrr, now I have no spark. Trim and tilt works, motor cranks, but its not firing. Spark plugs are brand new. Ignition coils are wired to the correct labeled cylinders. Grounds have good connection. Double checked the harnesses from the stator assymbly, i cant think of anything else to check, engine ran at start of rebuild. Any ideas?

safety kill switch and key switch ground the out put of CDI to keep spark from plugs.
Might check to make sure they are working properly or if the wire to them is grounding somewhere.

Testing peak voltages into and out of CDI should tell you something
