Does a 2002 Yamaha 60hp TRLA has a rev limiter?

Just got my boat back in the water - the motor only revs to 3000 rpm-
Could the prop be wrong?

Does a 2002 60hp Yamaha TRLA have a rev limiter?
Would a faulty neutral switch limit the rpms to no
Higher than 3000rpm? How should I troubleshoot this?
