1998 yamaha 115 with 704 con*****er

I recently purchased a used 1998 yamaha 115 2 stroke and it came with a 704 throttle con*****er. this past weekend I took the rig out for its first test run.

Here is the issue I ran into, when running the engine about 3/4 of the throttle open (about 4500 rpms) the throttle lever would creep back down. I would have to hold it at that 3/4 angle.
Is there an adjustment to be tightened to keep that from happening? or a part that needs to be replaced?

remove 4 screws on black cover, carefully, maybe lube first as they can break easily
at front side of assembly youll see a dowel shaped pin, just tighten to desired throttle tension

I looked at the front of the con*****er under the cover, i only saw a hole that was plugged with a cork shaped plug. unfortunately i couldn't look inside there because my windshield is in the way. I did try probing in there with a screw driver but wasn't able to catch anything.
any other suggestions?

Found it, it was on the aft side of the con*****er. i was looking at the bow side
