Bolt tightening torque

I need to know the torque wrench reading to tighten up the bolts of the lower case (propeller segment) of my (1998) 9.9F 2-stroke short shaft outboard, since I need to replace the impeller. Not being a proper expert, are there any precautions that I should take so as to prevent any inconvenient damage.

Besides, when I started the motor and noticed that it was not spouting water I turned it off immediately. As I did so I noticed mild fumes (like that of a cigarette) coming out of the water spout. Is this something serious or is it quite normal for 2-stroke fumes to emit from the water spout?

I emailed you the factory service manual, check your email. Exhaust fumes coming out of the lower unit vents is fairly normal, nothing to worry about.
