2008 Yamaha 90 hp Rough Running\Stalling

The outboard had water in the fuel. I cleaned all of the carbs and the fuel pump. I also replaced the starter assembly. The motor starts and runs when I have the red switch on emergency although will occasionally bog down. If I move the red switch to the normal the position, the motor will start but than quickly stall. Any ideas of what is causing this?

carbs are still fouled. did you check the diaphram on the middle carb?
