Idle down issue on 1990 30hp

I have a 30hp 2 stoke that has an intermitent problem of only runinnig at idle speed. I know the motor will do this if it is not getting the 2 stoke oil that is post mixed but it seems to be using the required amount of oil.
Does anyone know of what I should be looking at to rectify the problem.

low oil level or overheat will limit RPM to about 2000.
That is not idle speed, so not sure what you are getting.

It should retard timing to limit RPM and also bring in an alarm of it has one.
Timing light is a simple way to see if that is the problem, then find what is causing it
