After resealing my lower unit is there any way to insure I have all the water removed. The old oil came out milky white so I imagine it is coated on everything. Any suggestions? Thanks

Just let the old oil drain thoroughly till it won't drip anymore. Then fill with fresh lower unit oil and run for a while and then drain it again. A small amount of moisture in the lower unit will not harm anything - and eventually you will get it all out just from normal maintenance (drain once a year - or more according to your owners manual).
