115 2 stroke charging system

I have a 1994, 115 TLRS and the charging system does not appear to be working. I have 12.6V on the starting battery and it does not increase with engine running at 1800 rpm on the hose. Last time out the battery indicator on my gauge starting flashing 12.0. Can someone give me the steps to troubleshoot and isolate this issue? Thanks.

follow the steps in your Yamaha service manual for your motor and take readings to the rectifier/regulater and out of it also. Will need the peak reading voltmeter or a DVA adapter with regular meter
