1990 Yamaha 15SD Steering bracket

The steering bracket broke off and I was wondering if anybody knew how to remove it so I can repair/replace it. I bought a yamaha outboard shop manual 2-250 hp 2-stroke 1990-1995 and it's useless. Does anybody know how to do it or where I can find somewhere to learn or read how to do it? Any leads would be very much appreciated. Thanks
