ox 66 trim and tilt bolts

hi everyone please help. I recently checked over the motor and the bolt on the bracket assembly that goes into the trim tilt assembly head ismissing but only on one side. I hope i explained this correctly how in the world am i going to replace and remove it please help

typically you can drive an 8 pt socket over the stud and turn it out.
not a 6pt or a 12 but an 8point.
