Yamaha 25 Won't Idle

I have a 1997 Yamaha 2 stroke(Precision Blend)model. It is the 2 cylinder model. The motor runs great when it is given throttle, but wants to stall out at idle. Turning the idle screw doesn't seem to help much. Like I said it runs great once underway, but will barely idle and will sometimes stall out when trying to throttle it up. I'm assuming it is a carb issue, not really wanting to take both carbs off and rebuild them if at all possible, but maybe I have no choice. Any insight is appreciated.

check compression, spark, and timing
if all is good then you are left with fuel
