1993 c115 tilt stuck up

I have a 1993 tilt actuator stuck in the full up position and cant get the motor down. Anyone with helpfull ideas. You can hear the motor running but no help. It happend once before but I just knocked the motor down and it worked okay for about a week, but today it woud not come down at the ramp.
