I just re-powered with a yamaha 70 4s on my 2003 15 Whaler. I would like to add command link for tach, temp battery,. etc. What would be the the best head unit and do I need to purchase the harness and if so what part numbers,

Command Link will only work on 2006 and newer F70 models.
You have a choice of Tach kit or Tach and Speedometer kit, also have choice of round gauges or square gauges(square offers more features than round)

on a whaler I would not use the hub at the transom.
use the main buss and run from engine to console hub.
to much wet in the rear of a whaler.
